I like .co.in a lot, most big sites (except eBay) use .co.in and not .in. Go to www.google.in and see where you are redirected. Or even better, try www.msn.in and then www.msn.co.in :)

Reseller: low $x.xxx
End user: mid/high $x.xxx, up to low $xx.xxx

Difficult to say. If I owned it I would probably gear for high $$$ at least.
But not sure if .in domains are easy to sell. It could take time to find the right buyer.
