Seems it will only get traffic if developed, nice keywords though.
Maybe set up a legal site, "HAVE YOU BEEN BLACK MAILED? VISIT BLACK MAIL.COM TO FIND OUT YOUR LEGAL RIGHTS" Something like that

It's a nice one-word domain, but it's hard to see a commercial use for it. The "ed" at the end also takes away a little bit of value. People will type it in without the "ed." The range could be anywhere from $500 - $2000 I'd think.
