Easy, go do a whois on any domain name and if it hasn't expired, it isn't on-hold - dnforum.com is a domain name that isn't on hold so anyone can do a snap on it right now for instance. Maybe its just a formula Lee worked out on how to predict the chances that an existing domain will not be renewed, and then put a snapback on it.
Personally, if I really wanted that name, I would just email the owner and try to grab it off cheap before it expires.
