Theres a site expiring in march. not popular by any means, i just like the name.

whats the best way to get this domain when it expires in march?

What is the current registrar? Some of them have exclusive deals with auction services, which makes it easy to know what to do, although not always cheap.

Anytime but before the name expires.
 
The sooner the better. If you are the first to place the bid it would be yours for $40 if nobody outbids you, other ways you’ll have to outbid the first bidder.
