It's all in the title :). Are there regs regarding this?

You can add anyname to sedo anytime, but they will attempt to verify the whois to make sure you are the legal owner. If whois didn't get updated, the name will not be added to your account.

I guess the answer to your question is... as soon as whois is updated with your info.

I find it usually takes 2-3 days for Sedo to accept a newly reg'd domain, so I wait that long before submitting it. (If I submit it right away, I'll just get an email asking me to prove my ownership.)

You can add them instantly e.g. after registration.

had a problem with one of mine they would not add repeatedly, even though nameservers were pointed and admittedly whois had been updated a few days earlier. it was a transfer completed last week.

an email from the registrant email owning the domain & nameserver change seems to have done the trick. not sure if this was just a special case...

good luck
Mike
