For Sale Deleting Domains Question

Example: A domain is dropping on April 13, 2006. At what time (in eastern time) would the domain name be available?

What is the universal time that a domain deletes and becomes available?

As far as I know .com .net and .org all drop starting at 2pm EST until they are all dropped usually by 4pm. Some of the other TLDs such as .us .biz and .info seem to drop throughout the day.
